Communique by the Canton Government to the workmen on the subject of resumption of Canton-Hongkong Traffic.

The movement to secure the resumption of Canton- Hongkong traffic has been under way for a long time, but on account of complicated circumstances, it could not be successfully put into practice until now. In the evening of the 22nd Tam Yin Hoi, Eugene Chan, Chan Shu Yan, Li Tsai Sham and Ho Heung Ying gave a dinner to the 13 members of the Strike Commission and the representatives of the Strikers' Representatives Union on the premises of the Central Executive Department of the Koumintang. They first had a meeting, and an announcement was made regarding the negotiations that had been undertaken with a view to the stoppage of the boycott. After this, they all went together to dinner. In the course of this dimer, Eugene Chan said, "In view of the pressure of present circumstances, the boycott must be stopped. Therefore the Political Committee has resolved to have the Canton-Hongkong traffic resumed and wishes to have this brought about by the 1st October. At the ame time the Nationalist Government may levy a sur- tax on luxury and production (se other columns) and consent has been obtained that the surplus Customs revenues of Kwong Tung, Hu-nan and Kwongsi of South-western China shall be paid over to us. The Nationalist Goverment will make good the loss of the Canton and Hongkong Strikers out of this surplus revenus, and any blance will be appropriated to the Goverment Funds. You should tell all this to the workmen, and give them a clear explanation, so that they may realise that the Government has been driven to take this course and to avoid misunderstanding and trouble".
